Kenney
President & CEO
Vincent is the President and CEO of KBS with over 20 years of experience leading teams, managing contracts, and driving strategic growth. Before founding KBS in 2015, he served as a Project Manager at AECOM, supporting multiple federal agencies. Vincent specializes in business process improvement, strategic planning, and records and information management, bringing practical solutions rooted in deep knowledge of federal regulations and agency policies.
Trey
Bressler
Vice President of Contract Operations
Trey leads contract operations at KBS, managing personnel, client relationships, and execution of all contract tasks. He brings over 10 years of government contract management experience, including as Senior Program Manager at Amentum, where he oversaw a $60M portfolio across multiple federal agencies. A Subject Matter Expert in declassification and a member of the American Society of Access Professionals, Trey earned his bachelor’s degree from George Mason University, where he also competed on the NCAA Division I Golf Team.
Mike
Persson
Chief Operating Officer
Mike is the COO of KBS with more than 15 years of management experience overseeing programs and operations across federal agencies. He has led contract administration, HR, IT initiatives, and security programs, and was instrumental in scaling a small business into a fully competitive enterprise. Before joining KBS, Mike spent 14 years as Managing Director at QualX LLC, where he provided corporate oversight across all functional areas to ensure mission success.
Stefanie
McMaugh
Director of Human Resources
Stefanie oversees HR operations at KBS, including recruiting, payroll, benefits, compliance, and employee development. With 20 years of HR, financial, and client relations experience, she has supported government contractors, consulting firms, and CPA practices. Earlier in her career, she earned multiple awards for executive support in public school districts. Stefanie holds a bachelor’s degree in Political Science from West Virginia University.
Mart
Pizaña
Vice President of Business Development
Mart brings over 30 years of military, federal, and industry experience in program management, contracting, and mission support. He previously served as Assistant Federal Security Director for TSA in El Paso, overseeing all support functions for TSA operations, and has also held senior roles with the U.S. Border Patrol, National Park Service, and Department of Energy. A retired U.S. Coast Guard Officer, Mart capped 23 years of service as Deputy Comptroller and Contracting Officer, managing financial planning and contract execution for the Coast Guard’s largest training command.
Victor
Kenney
Compliance & Security Manager
Victor is a compliance and security leader with more than 40 years of experience in federal programs, technical support, and workforce management. At KBS, he directs cybersecurity initiatives, facility and personnel security, and compliance with CMMC and NISPOM standards. His career includes leadership roles in HUD housing programs, technical support at Intuit, and operational optimization at ACE Hardware. With certifications in IT and data processing, Victor is recognized for his expertise in regulatory compliance and operational efficiency.
