THE PROBLEM

Managing complex records while meeting transparency and compliance demands

EPA Region 2 oversees critical environmental programs and enforcement efforts that directly impact public health and safety. This work generates vast volumes of records—ranging from Superfund site data to congressional requests—that must be maintained, accessed, and disposed of in strict accordance with federal guidelines.

Like many agencies with large-scale records responsibilities, EPA faced challenges in keeping up with the demands of records maintenance, FOIA requests, and compliance with evolving requirements. Requests could be complex and time-consuming, while the scale of records made oversight and proper disposition an ongoing challenge. Ensuring both accessibility and accuracy was essential to meeting transparency goals, supporting congressional oversight, and maintaining public trust.

EPA needed a solution that would streamline records management, strengthen compliance, and allow staff to focus on higher-priority environmental and regulatory work.
THE SOLUTION

Streamlined records management with comprehensive support

EPA engaged KBS to provide end-to-end records management support for Region 2 operations. The partnership focused on four core areas:

1. Records center maintenance and operation – ensuring proper storage, organization, and accessibility of active and archived records.

2. Superfund enterprise management support – delivering oversight and structure for records tied to complex environmental cleanup initiatives.

3. FOIA and congressional request support – improving responsiveness and consistency in managing requests.

4. Records disposition services – supporting accurate, compliant, and timely disposal of records in line with federal requirements.

KBS implemented improved workflows, enhanced oversight processes, and provided staff support to ensure records were managed securely, efficiently, and in full compliance with federal standards.
